300 job positions being re-evaluated

Three hundred job positions in the public service are currently being re-evaluated by the Fair Wages and Salaries Commission (FWSC). The exercise, which is being carried out in collaboration with the Price Water House Coopers, is in response to complaints by some workers about wrongful placement and grading on the new salary administration structure, the Single Spine Salary Scheme (SSSS). The re-evaluation process is a systematic way of evaluating the worth of jobs with the aim of rating them to help in their pricing. The 300 jobs being re-evaluated consist of job positions disputed on the SSSS and also some jobs that cannot be evaluated during the initial exercise of jobs for the structure. The Director of Job Evaluation, Grading and Re-Grading of the FWSC, Mrs. Eva Naa Adjeley Addo, who made this known to the Daily Graphic said that the FWSC is committed to a transparent process in implementing the SSSS. She said the re-evaluation is being undertaken in the spirit of co-operation where all concerns will be addressed adding that, whatever the outcome of the exercise, the FWSC will ensure its implementation. The Senior Manager, Advisory Services of Price Water House Coopers, Mr. Aaron F. Goza, said as consultants, their mandate is to re-evaluate the 300 jobs using approved job evaluation analysis and plan of the FWSC. He said the work entails workers filling out questionnaires that will help in the evaluation and description of their jobs based on measureable factors that are necessary for the effective performance of a job. Mr. Gosa said their work as consultants will end with the submission of a report on the ratings and analyses of jobs that has been re-evaluated. He indicated, however, the need for a job evaluated committee or a moderation committee, that will sample the re-elevation done to validate the work, as well as an appeals committee to take care of any petition that might arise out of the re-equation. Mr. Goka said the basic principles of the job evaluation exercise is equity and transparency in the process of finding out the worth of a job, but not the determination of actual pay. He added that workers for the exercise have been taken through the basic tenets of the excise to ensure an understanding of it for a successful process. The President of the University of Ghana branch of the University Teachers Association of Ghana (UTAG), Dr. Kodzo Gavua, told the Daily Graphic that the exercise will afford opportunities for members of the association with distortions in their placement to rectify them. He added that factors like risk of members and the time they put in their work, which cannot be easily quantified, will be captured and quantified in the exercise for the right rating of members.
