Presidential Policy Advisor, Dr. Sulley Gariba has revealed, about 51 institutions operating under the Office of the President currently, do not have supervision from any of the existing Ministries.
Dr. Gariba therefore explained, ministers-designate to the Presidency will be mandated to take charge of those institutions to make them render proper accountability.
In President Mahama's latest ministerial appointments, he nominated Mr. AlhassanAzong, Minister of State at the Presidency in charge of Public Sector Reform; Mr. Rashid Pelpuo, Minister of State at the Presidency in charge of Public-Private Partnerships; Alhaji Mustapha Ahmed, Minister of State at the Presidency in charge of Development Authorities in the Office of the President; and Fifi Kwetey, Minister of State at the Presidency in charge of Financial and Allied institutions in the Office of the President, amongst others.
Outspoken critic and founding member of the opposition New Patriotic Party (NPP) Dr. Charles Wereko-Brobby earlier this week described President John Mahama's latest ministerial appointments as unnecessary duplications.
Dr. Wereko-Brobby asked what those ministers would do that the substantive ministers cannot.
However, speaking in a telephone interview on Saturday, January 26, 2013, Dr. Sulley Gariba clarified the controversy surrounding the appointments stressing, they are in consonance with President Mahama’s commitment to ensure government is properly accountable to Parliament.
Dr. Gariba mentioned some important institutions such as MASLOC and Pensions Fund, as some those institutions operating without any direction being provided by any of the Ministries.
He said the practice of appointing Ministers to the Presidency had been in existence for some time now “but the difference President Mahama has introduced, is to separate them”.
Meanwhile, Dr. Wereko-Brobby, who was on the panel, would not take that for an answer.
He stressed the President could have reorganized the existing sector ministries to accommodate the institutions operating under the Office of the President, but are not covered under any of the Ministries.
