Government has been charged with adopting more transparent measures in its defence spending because the current practice is prone to corruption. The advice was given in a report that ranked Ghana amongst countries whose defense sectors are prone to corruption. This first-ever index of its kind measured governments' corruption prevention systems in the defense sector. According to the report by Transparency International, 70% of countries leave the door open to waste and security threats through a lack of requisite tools to prevent corruption in the sector. Vitus Azeem, the Executive Director of the Ghana Integrity Initiative (GII), a local chapter of Transparency International, said that there were ways to ensure transparent spending on defence although the activities of Ghanaian military are currently shrouded in secrecy. He recommended, “to get out of this situation, we need to address these things. The military hierarchy is such that you have no right to complain about your boss so if the boss is engaging in unethical things, engaging in corrupt acts, you cannot report because if you report, you can just be fired or some disciplinary action will be taken against you.” In order to upgrade the military’s image and that of other security services, he said, some laws regulating their activities should be relaxed to promote transparency and accountability.
