The Constitutional Review Implementation Committee (CRIC) is preparing bills for the amendment of some of the entrenched provisions of the 1992 Constitution. Some of the bills relate to Fundamental Human Rights and Freedoms, parts of which were recommended by the Constitutional Review Commission (CRC) for constitutional change. Amendments to entrenched provisions require bills which will be promulgated by Parliament after they have gone through the Council of State for advice and a referendum has been conducted. Briefing the Daily Graphic In Accra yesterday, the Chairman of the CRIC, Professor E.V.O Dankwa, said bills were also being prepared by the committee for the amendment of other provisions of the Constitution recommended by the CRC. The briefing preceded an in-camera meeting between the CRIC and the Ghana Catholic Bishops Conference (GCBC) to update the clergy on the work done so far by the committee. The meeting between the CRIC and the GCBC followed a request by the bishops, who advocate on issues of social, economic and political importance to the country, to find out the work of the CRIC since it was inaugurated in 2012. “We are here to tell them basically about our work. We have already written to the President and have his response. We have already met with the Chief Justice, the Council of State, the National Development Planning Commission (NDPC) and the Minister of Information and Media Relations, who assured us the work was in progress on the Freedom of Information Bill”, the chairman said. Prof Dankwa said other bills being worked on to ensure that administrative actions were in sync with the Constitution were the ones relating to Article 14 (2) and (3) (a),(b). He said the rules governing the Armed Forces permitted the extension of the period of arrest and the bill sought to ensure that regulations were in conformity with constitutional provisions. “We hope to meet the Legislature soon on the administrative and legislative actions they are to undertake as our work progress”, Prof Dankwa added. He said challenges, such as financial constraints, disclosed by some government agencies about whom administrative and legislative recommendations were made would all be documented for a report to be made to the President to find ways of addressing them.
