The former Brazilian President Luizlnacio Lula Da Silva has warned African leaders to desist from formulating ad-hoc policies aimed at addressing the increasing level of poverty and hunger on the continent.
He said such policies are not sustainable and will not fight poverty and eradicate Hunger on the continent.
He said though the continent is endowed with economic potential, African governments have been unable to institute realistic and efficient policies and programmes that will address basic social problems affecting their people.
Mr Luizlnacio Lula Da Silva was addressing Ministers of Agriculture, the civil society organizations and non-State Actors Groups and Farmers Associations at a high level meeting on Renewed Partnership for a Unified Approach to End Hunger in Africa by 2025 in Ethiopian Capital Addis Ababa.
The meeting which is under the auspices of the African Union Commission (AUC), The Food and Agriculture Organization (FAO) of the United Nations and The Lula Institute sought to explore innovative and Action driven measures by African Leaders to put an end to Hunger by 2025.
Mr Luizlnacio Lula Da Silva said over the years, leaders on the African Continents continue to design good policies on paper yet have failed to implement such policies that will enhance the socio economic well being of the people.
He added that, in most instances budgetary allocations for governments of Africa are targeted at the Presidency, Ministries and other Agencies instead of the poor.
“We failed to include the poor in our national budget. Any financial support to politicians and the rich in society are regarded as investment yet when funds are geared towards the poor and the eradication of Hunger, it is christened as spending.”
Touching on the Brazilian success story in ending Hunger, the Former Brazilian leader mentioned that, The Brazilian government took a bold step to fight against abject poverty in that country by Instituting “zero hunger policy at the governmental level by distributing basic needs for the people as well as making available financial support for the rural poor, particularly farmers."
He noted that concrete steps were taken to grow the economy by improving infrastructure and working harder to improving the GDP of Brazil in a transparent manner.
Mr Luizlnacio Lula Da Silva suggested to African Leaders not to consider Hunger as a natural cause but must see it as a result of failed policies and programmes by political authority and corruption.
He however advised Agricultural Ministers to desist from subsistence farming and work towards modernizing agriculture so as to improve on the quality of agriculture on the continent.
To end Hunger on the continent, Leaders should not only concentrate on the agricultural sector of the economy but should also invest more in the energy, coupled with equitable distribution of the state resources for accelerated growth.
The Commissioner, Rural Economy and Agriculture of the African Union Commission Mrs Tumusiime Rhoda Peace said disjointed efforts by leaders have contributed to rendering the continent to lag behind, a move she observed could “make the renaissance dream elusive”.
She indicated that the Comprehensive Africa Agricultural Development Platform (CAADP) framework is steadily gaining recognition by member states as a comprehensive, multi sector approach for boosting production and productivity by member states.
