The Member of Parliament for Takoradi Constituency of the Western Region, Kwabena Mensah Darko has claimed that some oil companies operating in the country have cunningly adopted tactics to prevent Parliament from passing the Local Content Bill into law.
According to him, the continuous delay in passing the Bill on the grounds that certain aspects needed amendments, could lead to a sabotage. This means locals may not get legal backing to fully participate in the oil and gas sector after 10 years of exploration.
The Legislative instrument (LI), among other, spells out regulations, give legal backing and enforceability to the local as well as participation policy framework on the petroleum sector, has been laid before parliament for considerations.
It is curved out of the local content policy framework and its purpose is to provide for the development of local content in Ghana. It also act as a mechanism for the coordination, monitoring and governance of Ghanaian content and it is expected to pass into law after 21 sitting days of maturity.
But Mr. Mensah Darko, who is also a Member for Parliamentary Select Committee on Subsidiary Legislation, says credible information available to him indicates that, operators of the Tweneboa oil field which was recently discovered, are planning to sell it before the local content bill is passed into law.
He said this could be suicidal since Ghanaians will not have the opportunity to participate in the oil and gas industry.
He is therefore calling on the Energy and Petroleum Minister, Emmanuel Armah-Kofi Buah to as matter of urgency halt the move to delay the passage of the local content bill.
