The Police Service’s investigative report into the killing of three suspected criminals by its personnel at Mallam Atta Market in Accra, has cleared them of any wrong doing.

No act of professional misconduct was established after a service enquiry, and hence no punitive measures were applied against them.

The police Director General in charge of Public Affairs, DCOP David Ampah Benning, announced these at a press conference in Accra today, on police investigative report into 12 recent shooting incidents involving its personnel.

The police administration, however, would not make the report available to the public.

The three robbers were suspected of attempting to rob the Paragon Night Club near the Mallam Atta Market on 12th April 2013.

According to the report, “The police came under armed attack by the robbers, putting the life of the officers in danger. Consequently, they fired back, leading to the unfortunate death of three robbers.”

It further stated: “Upon a thorough investigation, no act of professional misconduct was made against the police officers, who carried out the operation. No punitive action was therefore taken against the police officers concerned.”

On the killing of two personnel by their colleagues at Winneba, in the Central Central region in September, the officer, who shot and killed them, Lance Corporal Philip Annor, was found to have acted unprofessionally since his life was not in immediate danger.

David Ampah Benning said disciplinary action has been taken against Lance Corporal Philip Annor, adding that the case was still being investigated by the CID.

On the recent case in which police personnel allegedly assaulted some land guards and cane weavers at Switch Back Road at Cantonments, he said the personnel involved were facing service enquiry for manhandling the suspects.

“Their behaviour was considered unprofessional as the suspects were not carrying any weapon, and did not resist arrest,” the report said.

The other reports disclosed include the Afienya shooting incident, Apedwa shooting incident, Tema Mexico Primary School shooting incident, Abeka Lapaz Fish Pond Shooting incident, Abuakwa shooting incident, and the Amasaman shooting incident.
