Deputy Minority Chief Whip, Ignatius Baffour Awuah, is warning of serious administrative crisis at the various metropolitan, municipal and district assemblies if government fails to resource the Electoral Commission (EC) to organize the district level elections.
According to him, there is likely to be an administrative vacuum, which is not expected to take place in governance, adding, "if there is a vacuum, the chief executive will have a field day and will be operating [without an assembly].
This, he noted, will also incapacitate the chief executive in doing several things that requires the support of the assembly to achieve.
Mr. Baffour Awuah, who is also the Member of Parliament (MP) for Sunyani West, was reacting against the failure of Parliament to take a motion he filed before the house seeking to bring back the EC boss for questioning.
"If the electoral commissioner is complaining that to date, they have not had any releases to enable them undertake their programmes for the year, then it means that if we are not careful, we may not have the elections for the year and there will be a stalemate", Mr. Baffour Awuah told Joy News, Friday.
Chairman of the EC, Dr. Kwadwo Afari Gyan, last month told the public accounts committee of parliament that the elections cannot be held this year due to lack of funds.
The EC requested for an amount of GH¢327,179,894 for its operations for 2014 but only GH¢141,082,137 was approved in the budget, leaving a balance of GH¢186,097,575 required to conduct and supervise the district level elections and the expected referendum on amendments to the 1992 Constitution.
However, Deputy Majority Leader, Alfred Kwame Agbesi, tells Joy News the house will demand answers from the EC boss as he is expected to brief parliament next week on the matter.
Mr. Agbesi pointed out that the motion filed by the deputy minority chief whip was rescheduled by the business committee of parliament because of the business of the house.
