The Executive Secretary of the National Identification Authority, Prof Ernest Dumor has been replaced with Prof Ken Atafuah, a criminologist and human rights campaigner.
Prof Dumor is proceeding on retirement and would serve as an adviser to the NIA.
The NIA is mandated with the responsibility of carrying out a national registration of all Ghanaian citizens and foreigners resident in Ghana.
The Authority commences registration in the Western Region on Thursday where residents are already complaining publicity has been low.
Officials at the NIA have however promised to boost publicity through the use of local radio stations.
