Chiefs and opinion leaders in the Mamprugu Moaduri district are divided over how to deal with an emerging security threat of kidnapping for ransom.
The kidnappers suspected to be herders from neighbouring Burkina Faso are said to be involved in the recent abduction of three wealthy Fulani businessmen in various communities.
This caused widespread panic and fear among the local population, who are worried the kidnappers could turn their attention to them.
Over the weekend, a meeting with the leadership of the Fulani community ended in a near deadlock.
While some chiefs were proposing dialogue and regular engagement with the local Fulani community, others demanded a high-handed approach of flushing out all herders from the area.
