A security man with CGC, the Chinese company in charge of the construction of the Teshie General Hospital, Andreas Klutse, is in critical condition at the La General Hospital after he was attacked by two big dogs at the site. An eyewitness said the attack occurred at 5.30 am on Monday in the presence of the Chinese Electrical Engineer of the project, popularly known as Tobacco who was walking the dogs, a Bullmastiff and a Doberman when they attacked Andreas, an old soldier in his early 50s. The eye witness said the dogs are usually chained at that time of the day so Andreas did not know they were still moving freely on the site. “Last night I saw the two dogs with the Chinese man and they (the dogs) tried to attack the two security men on duty but they drove them away with rods they were holding,” he said. At dawn, he heard the dogs barking wildly on site and ran to the scene where he found Andreas on the floor with the two dogs on him, whiles Tobacco only stood by and feebly tried to call the dogs off. He said Andreas only managed to free himself from the dogs after receiving several deep wounds all over his body. “The other security man on duty took Andreas to the hospital but Tobacco refused to accompany them, even though he had access to the office vehicles and they did not.” Sources at the La General Hospital confirmed the story to Adom News, saying Andreas had deep cuts from head to toe and was bleeding profusely when he was brought to the hospital. They said he fell unconscious but was revived and is now responding to treatment. Meanwhile another security man who works at the site told Adom News on grounds of anonymity that they do not have uniforms so the dogs are not able to identify them. He also said they were hired off the streets without appointment letters or clearly spelt out terms of employment and the Chinese managers treat them in a very disrespectful manner. Adom News managed to reach Tobacco for his side of the story and he confirmed it but refused to comment further referring the matter to one Joshua Bosomtwe, the Administrator of the company. Joshua told Adom News the security men are given torchlights and rods to make it easy for the dogs to identify them, but Andreas was without his torchlight and rod at the time of the attack so the dogs could not identify him. The matter has since been reported to the Kpeshie Police at Teshie-Nungua and the police say they would take Andreas’ statement when he is discharged from the hospital. Meanwhile, Mrs. Frema Osei Opare, Ranking Member for the Parliamentary Select Committee on Employment and Social Welfare said it was wrong for CGC to have employed workers without appointment letters and without the proper kit to work as security officers. She said the police must bring the dog owners to book and the company must also be held liable under the labour laws for employing people without following the proper procedure.
