The Osu Children’s Home Committee of Inquiry has concluded its investigations and recommended the manageress of the orphanage should be reassigned for dereliction of duty.
The committee also recommended the reassignment of the manageress of the Boys Remand and Probation Home for the same offence.
The committee, set up by the Employment and Social Welfare Minister, Mr E.T. Mensah to probe cases of child neglect, physical abuse, lack of child care, malnutrition, deaths, stealing among others, captured in a video compiled by investigative journalist, Anas Aremeyaw Anas, made its findings public Wednesday.
Chaired by the Deputy Social Welfare Minister, Mr Antwi-Boasiako Sekyere, the committee said, “The police should expedite action on the investigations into child abuse against Grace Ohene, a caregiver, Akumoah Boateng, a young adult of the Osu Children’s Home, and Benjamin Amankwa of the Boy Remand and Probation Home.”
But the Committee didn’t just agree with Anas on all the issues raised by the video. It raised concerns “about the methods used to make the video as they bordered on the children’s rights to privacy, non-disclosure, dignity and respect.”
The report sought to indict Anas on his stated period within which he conducted the investigation.
It claimed the video footage was taken over a period of two-and-a-half-years, contrary to Anas’ statement that he spent seven months on the investigation.
“The video exposé did not present a balanced view of the positives and negatives of the institutions [and] some of the children captured in the video expressed their disgust about invasion of their privacy without their consent. For example, some of the children feel stigmatized and ridiculed at school,” the added.
It however noted “Despite all the ethical and factual concerns regarding the manner in which the information was gathered and presented, the video validated issues of child abuse and neglect.”
