Ghana has been hailed as a good example of the concept of decentralisation in the sub region and even in the continent, but the system has been found not be as effective as expected.
A governance expert and one of the men largely credited for Ghana’s successful decentralisation story, Prof. Kwamena Ahwoi, thinks there are still problems.
He wants a clear-cut definition for the word decentralisation in the local governance system.
Prof. Ahwoi said interpretations given to the word by different local assemblies have given rise to numerous implementation difficulties.
Prof. Ahwoi, the former Minister for Local Government and Rural Development, has made proposals to the Constitution Review Committee for a unifying definition to correct the confusion.
He told Joy News: “If you are proceeding from the perspective of decentralisation as devolution, then you will know that the district assembly must be responsible for its own procurement. So you don’t impose a bureaucratic body on a democratically elected district assembly. That is one of the problems created by the non-definition of decentralisation.”
He further noted: “It must be clearly stated that at the regional level, decentralisation means de-concentration; at the district level, decentralisation means devolution; at the sub-district level, decentralisation means delegation; then those of us in the field would know what it is meant.”
