The Minority Leader Osei Kyei-Mensah Bonsu is raising eye-brows over the construction of a gas processing plant in the Western Region.On the floor of Parliament, Monday, the Opposition leader said he had seen in the dailies reports of the commencement of the project when it is yet to receive Parliamentary approval.He described any such commencement as illegal.Joy News’ Parliamentary correspondent Sammy Darko reported the Minister of Communication Haruna Iddrissu as saying the gas processing plant is part of the $3 billion Chinese loan currently before Parliament but was quick to concede that the project is yet to be approved under the subsidiary agreement.The minister said he will draw the attention of the Finance Ministry for the agreement to be brought to Parliament.Sitting in Parliament was delayed for several hours because the House could not form a quorum.Initially, there were less than 50 MPs on the floor, Darko confirmed, prompting the issue of lack of quorum to be raised by one of the MPs.The Speaker asked that a bell be rang to draw the attention of other MPs who were in the building but not on the floor to join their colleagues, before a quorum could be formed.The House is now considering the loan agreement for civil and engineering works on the Takoradi Port.The loan agreement is worth about €197 million for construction works on the Takoradi Port.
