Schools in the Upper West Region benefiting from the Capitation Grant are said to be battling with huge bank charges on transfers made to their accounts.
A school in the Lambuisi –Karni District is reported to have received a total of GHC40 as Capitation Grant for the school and out of that GHC30 was deducted as bank charges.
Headteacher for the Nadowli Model JHS Daniel Gyina said, his school which was allocated a total of Ghc 80.74 peswas for the first term, was left with only Ghc 50 after the bank charged Ghc 30 as processing fee.
Schools in the Wa Municipality, Jirapa District including Dapuri Day Nursery School and Kpavie D/A Primary School all in the Nadowli District in the region, face imminent closure as a result of the huge bank charges.
The situation is incapacitating the schools as the amount left is unable to meet their needs. This emerged at the third quarter review meeting of the Upper East Regional Participatory Monitoring and Evaluation Network of SEND-GHANA.
The government of Ghana in a bid to improve access to education introduced the Capitation Grant and abolished all forms of school fees in public basic schools. The grant covers cost and levies such as examination fees, registration, facilities management, games and sports which were hitherto paid by parents.
Currently, government pays GHC 4.50 per pupil per annum and the amount of grant received by a school is determined by the number of pupils. It is therefore not surprising that the schools located in the remotest part of Lambuisi – Karni district with less than 10 pupils, received GHC 40.
Most schools in the area are forced to close down for lack of funds and resources. The District Citizens Monitoring Committee in the area has reportedly on countless occasions, tried to engage both the education and bank officials to find a resolution to the problem.
“We brought the issue to the attention of GES, we had a meeting with some of the banks and they promised to stop the charges, but they went back to charging because they realized other banks were still charging”, DCMC member of Lambuisi Karni District disclosed.
He appealed to government to intervene and stop the charges before more schools are forced to close down.
