The Alliance for Accountable Governance (AFAG) is calling on the Electoral Commission (EC) to withdraw the contract awarded to STL because substantial evidence proved that the claim that its partner Genkey is an NIST-certified is false. According to AFAG, the website of National Institute of Standard and Technology (NIST), proves that information provided by STL is utterly false. The EC awarded the contract to STL/HSB/Genkey consortium to undertake the biometric registration after an application filed by Intelligent Card Productions Systems (ICPS) for an interim injunction filed against the EC was thrown out of court. The ICPS Consortium, one of the parties interested in preparing the biometric voters’ register went to court in a second attempt to stop the tendering process after the EC disqualified the consortium because it did not provide a certificate of incorporation. The opposition New Patriotic Party (NPP) raised concern about the posture of the EC in awarding a contract to a company which was not part of the 47 companies that sent their bids for the process ahead of the 2012 general elections. Moreover, at a news conference in Accra, AFAG expressed wary of the consequences of the EC’s action as any flaws in the new biometric registration system could lead to chaos in 2012. AFAG Director in charge of Research and Development, Davis Opoku Ansah who addressed the media said per the procurement laws of Ghana, if a company provides false information to secure a contract,that contract must be withdrawn if the truth comes out. He argued that STL, the leading consortium and its partners lack the capacity and experience to deliver adequately on the biometric because none of them have been involved in a biometric registration exercise before.
