The Convention People’s Party has urged the Mills-government to ensure that all workers in the public sector enjoy the “benefits of equal pay for work of equal value” under the Single Spine Salary Structure (SSSS). During his presentation at the 10th in the series of “How CPP will do it” Wednesday, Dr Paa Kwesi Nduom, CPP Shadow Cabinet Member for Finance & Economic Planning, alluded to the fact that many governments worldwide had used “a single pay scale (or ‘spine’); or a limited number of such scales or spines”. He quoted Finance & Economic Planning Minister, Dr Kwabena Duffour - while presenting the 2011 Budget to Parliament - as referring to the SSSS as a fiscal challenge with arrears already totaling GHS1billion. “According to the Minister,” Dr Nduom said, “…implementing the Single Spine Salary Structure would result in inadequate resources for funding of social intervention programmes on a sustainable basis.” By this statement, Dr Nduom inferred, “…the ground [is being prepared to slow] the pace of pay reform implementation. While recognising the fiscal challenge to government, “the CPP believes more will be gained by expediting the implementation of the pay reform in all its forms, hence their encouragement to government to expedite action on its implementation and ensuring wider coverage across the public sector. Dr Papa Kwesi Nduom, who was the CPP’s 2008 Presidential candidate, again stressed the importance of reducing salary and wage disparities between public sector institutions while promoting productivity within the public service and the national economy as a whole. “We stand with labour in asking government to implement reforms that bring modern technology, facilities and the right human resources to the public sector so that productivity gains can be made to match improvements in pay levels,” he told journalists.
