Convener for the Forum for Governance and Justice Dr. Clement Apaak, has said on “Today’s Big Story” that, Ghana Integrity Initiative’s call on government to institute measures of getting rid of corruption, should not be limited only to the executive.
Speaking to Host, Bright Nana Amfoh, Dr. Apaak said, “Corruption is the use of entrusted power for personal benefits”. He emphasized that, as a country, we must try to work towards reducing corruption by exposing people who use their entrusted positions for personal benefits.
His comments come on the back of countless reactions from institutions sited as corrupt in the 2013, Global Corruption Perception index
The Police Service topped the 2013 index as the perceived most corrupt public institution, followed by political parties and the judiciary. The Police Service has topped the G.I.I corruption index since 2010, and of course they are not happy about that.
The director of Public affairs of Ghana police service DSP Cephas Arthur says people are just keeping up with perceptions about the police. He added that everybody is talking about the police being corrupt but that is not the case “there will be a few bad nuts among us but does not mean we are all the same” he emphasized.
He revealed that the Police Service conducts an annual introspection of its operations, which has been very instrumental in reducing the levels of corruption. Corruption levels, he says, has not been the same and does not reflect the findings in the Global Corruption Perception Index 2013.
He advise that all other institutions and organizations practice “introspection”, as a way of curbing corruption.
Meanwhile some political parties have expressed dissenting views on the Transparency International Global corruption 2013 barometer report which ranked them as the second most corrupt institution in Ghana.
While some say the report is subjective others agree and are calling for effective anti-corruption policies to be put in place
The report says 82 % of the 2000 respondents surveyed, indicated that corruption was a very serious problem with 54 % reporting that corruption had increased in the past 2 years.
Categorizing the most corrupt institutions in the country, political parties ranked second scoring 4.2 out of an index of 5.
For some political parties, monetization of political activities, inability of politicians to declare their assets among others have created a platform for corruption in their institution.
Others however say the idea of political parties being corrupt is a preconceived mentality and must be erased.
The Ghana integrity initiative is meanwhile asking government and parliament to ensure political party financing is transparent while the assets declaration law is enforced to the letter.
