Member of Parliament for Asokwa, Maxwell Kofi Jumah is raising red flags over a pilot biometric registration exercise to be embarked on by the Electoral Commission on Saturday. The MP insists the pilot registration is not backed by law, a situation which could make the Commission prone to legal action in the very near future. The EC is said to have submitted a Constitutional Instrument (CI) to Parliament detailing how it intends to carry out the December elections and its related activities. Per the Constitution, the CI will take 21 days after it had been laid before Parliament for it to become law. It is barely seven. In an interview with Joy News’ Evans Mensah, the Asokwa MP said the CI has a couple more days for it to become legal. He said tomorrow’s “pilot exercise will depend on Ghanaians. It is left into the hands of Ghanaians if they want to challenge it or let go,” he noted. He admitted though that the details of the CI currently before Parliament will help greatly in reducing the anomalies in the elections. For instance, he said on the issue of who a Ghanaian is, people can vouch for the nationality of prospective voters by signing a declaration form. If it is later proven that prospective voter is not a Ghanaian the signatory will be arrested. That signatory, he noted, can only vouch for not more than five people. The Senior Research officer at the Centre for Democratic Governance, (CDD) Kofi Asante however stated that the EC does not necessarily need the full blessing of the law before it can undertake the pilot registration exercise. He explained the pilot exercise is just for the EC to test its new equipments for the biometric registration exercise.
