The Central Regional Minister, Mrs Ama Benyiwa Doe, has said the non judicious use of resources at the Metropolitan, Municipal and District Assemblies (MMDAs) has contributed significantly to the under development in some communities.She said the revelations at the Public Accounts Committee (PAC) was an indication that a lot of resources which should have gone to better the lot of the people were going down the drain.Mrs Doe stated that it was obvious that there was something seriously wrong with the monitoring and usage of the tax payers’ money at the district assemblies, making scarce resources go waste.She said what was going on at the PAC explained why a lot of projects could not be completed by the district assemblies.
She has, therefore, called on District Chief Executives and officials of the district assemblies to step up monitoring and ensure that they safeguard all revenue that come to the districts for development activities.Mrs Doe was speaking at the regional launch of the composite budget at the Central Regional Co-ordinating Council in Cape Coast. It was attended by chief executives, Presiding Members, Finance and Planning Officers of the MMDAs in the region.The composite budget for 2012 seeks to ensure that funds follow functions to give meaning to the decentralisation policy and establish an effective integrated budgeting system which supports intended goals, expectation and performance of government.
It also seeks to deepen uniform planning, budgeting, financial reporting and auditing in a more comprehensive manner to cover the activities of the district assemblies.Mrs Doe said Current district chief executives and officials had the opportunity to correct the wrongs of past administrators and ensure that the resources for their districts were utilised to improve the wellbeing of the people.“What would the people who have voted us into power think of politicians when they hear what is going on at the PAC,” she asked and added that what was happening at the PAC was sad and disheartening.She indicated that though the decentralisation process had brought development to Ghanaians, especially those in the rural communities, a lot more needed to be done so that the people would fully benefit from all the resources allocated to them.
