The Speaker of Parliament Joyce Bamford Addo is expected to rule on whether Members of Parliament will be recalled to pass the controversial Constitutional Instrument 73 to create 45 Constituencies.The leadership of Parliament, particularly the majority is bent on re-calling members to return to Parliament to have the CI passed in September.But the Minority side of the House is protesting the proposed September return date.They say they will be concentrating on the biometric voters register which will be exhibited during the same period.The disagreement on the return date is the latest controversy surrounding the passage of the CI which will add 45 new constituencies to the 230 already available.The Minority NPP is accusing the government of forcing the EC to create the new constituencies, an allegation the government has vehemently rejected.The Minority is against a return and are citing the exhibition of the voters register as an exercise they cannot afford to miss.The first CI laid before Parliament was rejected after its 21 sitting days maturity date, because it was laden with errors, forcing the EC to relay another CI.It is expected to mature again after 21 sitting days by which time, Parliament will be on recess.The Majority insists on having the 45 constituencies created and is strongly backing the call for MPs to return to the House.Joy News’ Parliamentary Correspondent Sammy Darko who was present in House on Thursday reported, the house was divided on the return date.The Speaker who has a final say on such matters is expected to rule shortly, Darko stated.
