Mobile Phone users are required to make inputs to the amendments of the 1992 constitution by expressing their views via text on some of the most controversial provisions of the constitution.Twenty five dominant issues have been ceded for scrutiny by the public from the over 60,000 submissions received by the Constitution Review Commission after months of nationwide tour.The Executive Secretary for the Commission, Raymond Atuguba told Joy News’ Dzifa Bampoh that mobile phone users will receive as text messages questions on the 25 dominant issues which they are expected to answer clearly without any ambiguity.The move, according to Atuguba is to afford Ghanaians the opportunity to participate directly in how bills are generated for parliamentary debate and approval.He explained that by reaching out to the people, the commission will be able to prejudge how the issues will fare once they are opened for a referendum.Mr Atuguba added that before the commission drafts the amendment bill, the commission must be well informed the on the views of Ghanaians.Some of the questions include: “What is your view on the payment of ex-gratia awards and emoluments to ex-presidents and public office holders under the constitution; the salary, allowances pensions and gratuity of sitting and former presidents are exempt from tax what are views on this.In answering the questions, users of the mobile phones must text their answers to 1992 on all networks and will cost .50p each.After the text messages the commission will take tentative positions on them before presenting them as a report to the national constitution conference for final decisions to be taken.The text campaign begins today 24th December, 2010 and will end in the first week of March, 2011.Story by Nathan Gadugah/Myjoyonline.com/Ghana
