Dismissal of GACL boss divides Board Members

The recent dismissal of the Mrs Doreen Owusu Fianko as Managing Director of Ghana Airports Company Limited (GACL) has caused a split among Board Members of the company. The division among the eight-member board is the result of a lack of consensus among them prior to a public announcement by the Chairman of the Board, Mr Kuntu Blankson concerning Mrs Fianko's dismissal. The Board Chairman first made public news about a decision by the Board to relieve Mrs Fianko of her duties on Asempa FM’s Ekosii Sen programme Monday September 9. "Our Board...has sworn an oath of secrecy and our decisions rests within ourselves and the one who mandated [ the President] us so all we can say is that the woman has been relieved of her responsibilities", Mr Kuntu Blankson confirmed. Mrs Fianko has denied claims of her dismissal. According to her she is still at post since she is yet to receive a formal letter from the Board regarding Mr Blankson's pronouncements. But Mr David Annan, a member of Board told Evans Mensah on News Night on Joy FM, Tuesday that he suspects some persons are trying to force the hand of management to get rid of Mrs Fianko. According to him although the Board had complained to the Transport Minister, Dzifa Attivor, in a letter sent to her, Mrs Fianko was not be given the opportunity to react appropriately to them. "I felt that we should have had the response from management. Because if we have raised complains...it is only fitting that we assess and evaluate whatever responses they have", he explained. Board has powers to dismiss The grounds for Mrs Fianko's dismissal include a lack of compliance by the Board's directive and issues regarding her policies, revealed Mr Annan. "I can say affirmatively, that no allegations of corruption have been raised...no allegations of malfeasance have been raised", he said. Mr Annan also said that the tenure of the Board had expired, and questioned the legal basis for removing Mrs Fianko from post. According to him, the President had extended the Board's term temporarily until a new Board was constituted. But Corporate Lawyer, Joe Aboagye-Debrah, disagreed with Mr Annan on claims the Board cannot sack a member of the Company's management team because it had been granted a temporal extension. "If the President has extended the term, then the Board had the powers unless the President had indicated...they were going to act without certain powers", he said. According to him, the unless a caveat was placed on the Board's powers, they had authority to dismiss. However, Mr Joe-Debrah noted that there could have been "administrative errors" in relieving Mrs Fianko of her position without allowing her an opportunity to react to allegations made against her competencies.
