Former Chief of Staff under the late former President Rawlings, Nana Ato Dadzie has raised red flags about the non-functional office of the Administrator-General.
Mr Dadzie's concerns are in recognition of the Presidential Transition Act 845 (6) passed and assented in 2012 which stipulates that handing over notes from the presidency, ministers departments and agencies shall be presented to the Administrator General’s office within 30 days before a presidential election.
The Office has the task of compiling credible data on all State and government assets and property as well as facilitating their handing-over from one government to another during Presidential transitions.
The Senior UN consultant on political transitions has requested that the appropriate processes be undertaken by the Akufo-Addo administration in accordance with the law, regardless of who emerges victor in the December 2020 polls.
“These are the points of accountability. To say that a transition is going to come does not mean there is necessarily a change of government either way. Whether change of government or not, there must be a transition. And it also in the process stall the unnecessary acrimony between the parties,” he explained.
Meanwhile, Information Minister, Kojo Oppong Nkrumah says all Ministers have been instructed by the Chief of Staff to prepare and sign-off their handing over notes to be submitted to the Civil Service Structure for onward transmission.
He maintains however that the position of Administrator-General, although rendered vacant by the retirement of Mr. David Yaro, the office is still functional and is accountable for the transition notes.
"I am not aware of a replacement but I am aware that the office remains an office that is functioning, so if it is a suggestion from the office that it has not received all of these transmissions, that will be an interesting matter to interrogate," he said in an interview with Joy News.
