Ghana has reaffirmed its commitment, as Chair of the Africa Group of Negotiators (AGN), to promote a unified African climate position to advance resilience and sustainable development. 

Minister of Works, Housing and Water Resources Kenneth Gilbert Adjei, said sustained coordination and collective action were essential to shaping Africa’s future in an equitable, development-oriented and just manner. 

He addressed a high-level meeting of the Committee of African Heads of State and Government on Climate Change (CAHOSCC) on behalf of Ghana, following the country's election to lead the Africa Group of Negotiators."

The meeting was held on the margins of the 39th Ordinary Session of the African Union Assembly of Heads of State and Government at the AU Headquarters in Addis Ababa, Ethiopia. 

He briefed members on outcomes of key climate engagements, including the 30th Conference of Parties to the United Nations Framework Convention on Climate Change, the Second Africa Climate Summit, and the implementation status of the African Leaders Nairobi Declaration on Climate Change and Call to Action. 

 Mr Adjei expressed appreciation to President William Ruto of Kenya, who chaired the meeting, and called for strong political leadership to support reforms and enhance the AGN’s coordination role. 

 He said the AGN remained critical in providing technical guidance, convening coordination meetings, developing common positions and briefing African ministers and heads of state ahead of major global climate summits. 

 “The continuous political leadership from this committee, disciplined coordination across our institutions and unwavering commitment to our common position can help define a climate future that is equitable, development-oriented and just,” he said. 

 The AGN serves as the formal platform through which African countries coordinate and advance a unified position under the UNFCCC framework. 

It was established to strengthen Africa’s collective bargaining power and plays a key role in shaping negotiation strategies on adaptation, climate finance, loss and damage, technology transfer, capacity building, and transparency. 

 President William Ruto urged African states to leverage global shifts in climate investment to position the continent as a leading destination for green industrialisation. 

 He said Africa’s renewable energy resources placed it in a favourable position to attract clean energy and climate adaptation investments. 

 President Ruto observed that global energy-transition investment reached some US$2.3 trillion in 2025, reflecting a steady shift towards low-carbon energy systems and technologies. 

 “The global economy is moving toward lower-carbon production, electrified value chains, and technology-intensive industry. In this context, reliable and affordable power is becoming a core driver of competitiveness,” he said. 

 Dr Antwi-Boasiako Amoah, AGN Chair, told the Ghana News Agency that his leadership would prioritise inclusivity to ensure that internal coordination processes did not leave any member state behind. 

 He said transparency would be a cornerstone of his chairmanship and explained that details of support received by the AGN would be published periodically on public platforms to enhance accountability. 

 Dr Amoah noted that this was particularly significant as Africa prepared to host the 31st Conference of Parties to the UNFCCC in 2027 in Addis Ababa. 

 He said co-creation and collaboration would be central to his leadership and encouraged substantive dialogue to ensure coherence across the various fora where Africa engages on climate matters. 

 Dr Amoah said youth engagement and international cooperation would remain key priorities and stressed the need to nurture the next generation of African climate negotiators to promote sustainability and innovation.
