National Council for Persons with Disabilities member Madam Lillian Bruce has said that inadequate resources hampered the Council’s work.
The Council, which was established by the late president Professor John Mills in 2009, could not establish a single Regional Office by the time it lost its mandate in April 2012.
According to Madam Lillian Bruce, the Council needed to a legislative instrument to back the law mandating that any old building, road and other public place be renovated to accommodate persons with disabilities within 10 years of the law’s passage.
The Council, which had a three-year mandate, only performed one major function, getting district assemblies to allocate 2% of their budgets to help persons with disabilities. They failed to secure the compliance of some district assemblies.
Speaking on Asempa FM’s Abrokyire Nkomo, Madam Bruce noted that if the law is not implemented, the Council cannot take any one to court for flouting it, adding that the law specifies this.
Madam Bruce further explained that the council was not given enough funds and other logistical support such as vehicles and resource persons, provisions that would have allowed them to execute their mandate effectively.
She further noted the Council did not hold regular meetings and that as of 2012, they were unable to meet with the Minster in Charge of Employment and Social Welfare.
She is appealing to the government to establish a new Council as soon as possible to continue work from where the previous Council left off.
