Chairman of the Public Accounts Committee of Parliament, Kwaku Agyemang Manu says the ghost names on the public payroll will continue to exist until the Controller and Accountant General act promptly in deleting names.
Mr Agyemang Manu said although the Accountant General’s office is informed about the need to delete from the payroll, persons who have vacated their posts, its integrated pay roll department fails to act on time.
He was convinced the lack of prompt action on such notices by the department is responsible for the payment of salary to undeserving people in the country.
Mr. Agyemang Manu who served as deputy Finance Minister in the NPP administration, tells Joy News in many instances heads of institutions wrote to the Controller and Accountant General about individuals who have vacated their posts.
For instance, he said, the law mandates heads of schools to place embargoes on teachers who vacate their posts for 40 days. The head writes to the Ghana Education Service about the vacation of post for the name to be deleted, he explained..
“Headmasters write it in good time,” he stressed, but it takes months for the Accountant General’s Department to act: the difference when the request is made and action is taken is the problem, he noted.
