Manpower and Employment Minister, Stephen Amoanor Kwao says the document based on which the single spine salary structure is to be implemented has been found. He says it did not really get missing but just could not be traced.Earlier media reports quoted Mr. Amoanor as saying that the document which was reported missing, was formulated by the erstwhile New Patriotic Party government to guide the implementation of the policy could not be traced after several failed attempts.The Ghana National Association of Teachers has threatened a strike if the recommendations of the document are not implemented immediately.The Ghana Medical Association and the Polytechnic Teachers Association have qualms with some aspects of the single spine salary document.Mr. Amoanor Kwao told Citi News he will immediately invite the various stakeholders to a meeting to discuss the document for consensus.“We have now been able to lay hands also on the documents. My Chief Director reported to me this morning that he has got the document and the National Tripartite Committee is going to start work immediately on the National Single Spine Policy Structure. So am saying that government is determined to implement that programme and very soon, work will start this week and then we will come out with some solutions that will be wholesome,” he said.On complains from doctors and other associations in relation to the document, he said it is the plan of government to ‘get all these inputs together, sit at a round table conference and then be able to bring out a wholesome document that will be acceptable to all partners’ i.e. labour, employment and the government.Mr. Amoanor Kwao said the NDC Government cannot implement the recommendations of the document if not properly studied and understood.“A consultant was invited to Ghana to work on the new pay policy and this consultant came and did his work and gave the report to the Ministry of Public Sector which is now embodied in the Ministry of Finance. So, this report has been with the Ministry of Public Sector Reforms,” he said.Mr. Amoanor Kwao stated that it was the duty of government to study this report carefully before making any move in the direction of implementing it since according to him, “You can’t just implement something that has been done without your knowledge.” He revealed that government is assessing the document “holistically” to ensure that it is acceptable by all parties.By: citifmonline.com
