The Ministry of Transport, in collaboration with the National Road Safety Commission (NRSC) and other stakeholders, has drafted new traffic regulations which will soon be put before Parliament for consideration and enactment.
A number of new regulations including the prohibition of the use of communication devices while driving, towing of disabled or break-down vehicles, compulsory wearing of protective clothing and the use of crash helmets when riding motorcycles and bicycles have been added.
The Deputy Minister of Transport, Mrs Dzifa Attivor, who announced this at the launch of the International Road Transport Federation Action Week Campaign in Accra from October 7 to October 14, 2011, said when those regulations were enacted into law, they would further strengthen the hands of the law enforcement agencies to ensure that the roads were safe.
The week is being observed on the themes: "Respect and Safety now", "Eradicating the carnage on our roads", "Addressing indiscipline on the roads" and "Minimising HIV / AIDS among road, transport workers".
She said strategies to effectively deal with road traffic management in order to reduce the fatalities on the roads would be incomplete if the nation continued to consider expenditure on road safety as a cost, adding that it was against that backdrop that the government would continue to make all the investment in the sector.
She said the ministry had commissioned a modem brake testing equipment procured by the Driver and Vehicle Licencing Authority (DVLA) and challenged the executives of the various driver unions to advise their drivers to cooperate with the DVLA for the smooth operation of the equipment.
Mrs Attivor said road transport would continue to be the dominant mode of transportation which would be used to carry out most of the economic activities in the country and it was, therefore, incumbent on all to ensure that such services were carried out for the mutual benefit of all and not to anyone's disadvantage.
She indicated that road crashes continued to be a matter of great concern to the government, noting that recent statistics on road crash fatalities painted a gloomy picture, as it had been established that human error was a major contributory factor.
The minister said road safety was a shared responsibility which required that all stakeholders got involved in order to reduce road crashes.
For his part, the Vice-President of ITF Global, Brother E. A. Mensah, said this year's action week campaign was being carried out in the context of providing quality public service delivery which was being advocated by the International Trades Union Confederation (ITUC) to address the bottlenecks that were not promoting loyalty and honesty, among others, within the public service delivery system.
He appealed to the government to ensure that road construction projects were completed on schedule to ease traffic congestion and expressed concern over the rampant highway robberies which occurred on various corridors in the country.
