Members of Parliament who were ministers in the Kufuor administration are threatening to go to court if it is established that their delayed end of service benefits to be paid will be based on the Ishmael Yamson committee report.Majority Leader Alban Bagbin told Joy News earlier Tuesday that MPs who served between 2004 and 2008 have been paid their ex gratia.But former President Kufuor and former ministers are yet to benefit from the latest payment.The Minority nearly boycotted proceedings on Tuesday in protest of the non-payment of their colleagues’ ex gratia.It is not clear whether the Mills administration is working with the Chinery Hesse report or the Ishmael Yamson report, which recommended a reduction from seven to six months salary payment.But some members of the Minority have made it clear they would go to court if the Ishmael Yamson committee’s report is implemented.“This issue should not be looked at as a money issue; it’s a constitutional issue. It’s not for nothing that the constitution has inbuilt checks and balances for governance in this country,” MP for Effia-Kwesimintim and former minister for Trade, Joe Baidoo-Ansah, told Joy News.
He said instead of the constitutionally mandated convention that Parliament endorses emoluments for the President whilst the legislators approve what goes to the President, both roles are being performed by only the President.
“We have a situation now that the President himself has become Parliament and President,” Mr Baidoo Ansah said.Source: Myjoyonline.com/Ghana
