A document available to The New Crusading GUIDE clearly indicates that the erstwhile New Patriotic Party (NPP) administration neither owed the under-fire National Democratic Congress (NDC) bankroller, Mr. Alfred Agbesi Woyome, nor Waterville Holdings (BVI) any money as at the time the former exited office in 2009.Critics of the NPP as well as loyalists of Mr. Woyome have alleged that the Kufuor administration owed the NDC financier huge sums of money, being debts from rehabilitation of the Ohene Djan, El Wak and Baba Yara stadia.But a letter signed by former Chief of Staff and Minister for Presidential Affairs, Mr. Kwadwo Mpiania letter signed by former Chief of Staff and Minister for Presidential Affairs, Mr. Kwadwo Mpiani, in the hands of this reporter, shows that all payments due to all contractors on the three stadia were paid by the Ministry of Finance and Economic Planning to Micheletti and Consar who were contractors of the project.The letter dated October 24, 2008, responding to Waterville’s claims for payment in connection with the rehabilitation works, confirmed payment for works at the three mentioned sporting facilities in the country. (The full text of the letter is published elsewhere on this page for the perusal of our readers).On the Ohene Djan Sports Stadium, the document said, “the total contract price for the rehabilitation of the Ohene Djan stadium, executed by both Waterville and Micheletti, was $38,873,477.50. Of this amount, the consultant certified an amount of $9,394,999.65 due to Waterville on august 23rd 2006”.Mr. Mpiani’s letter addressed to Waterville Holdings (BVI), copying Consar Ltd and Micheletti, noted that “the Ministry of Finance has confirmed that all payments due for the rehabilitation of Ohene Djan stadium, including payments due to Waterville, have been made to the contractor, Micheletti.” The former minister’s letter also mentioned that payments due for the rehabilitation of El Wak, including payments to Waterville, were paid to Micheletti.Unlike the other two, payment for rehabilitation works of the Baba Yara Stadium was made to Consar, the contractor for the project.The former Chief of Staff’s letter recalled a letter addressed to the then Attorney-General by Mr. Kwame Tetteh, lawyer for Waterville which read in part: “We write on behalf of our clients, Waterville Holdings (BVI) LTD to confirm, as agreed in your office on 8 December 2006, that Government of Ghana will remit to Micheletti & Co and Consar Ltd for collection, all our clients’ entitlements as certified by projects consultants on 23 August 2006.”The document went on to explain that the payments to the two contractors (Micheletti and Consar) on behalf of Waterville were consistent with the agreement, regarding the manner of payment to Waterville after the termination of the contract.In conclusion, Mr. Mpiani said, “we note that Consar and Micheletti have confirmed that they never received any direct or indirect instruction to pay you. We understand this to mean that the contractors are not denying receiving all the payments under the contract except the small amount noted above. In that regard, we are by this letter, instructing them to remit all payments due to Waterville immediately.”Mr. Mpiani’s letter was also copied to the then Minister for Education, Science and Sports, Prof. Dominic Fobih; the Attorney-General and Minister for Justice, Mr. Joe Ghartey and the Minister for Finance and Economic Planning, the late Kwadwo Baah-Wiredu.Meanwhile, efforts are underway by our team of investigators to get responses from Micheletti, Consar, and all other key players involved in the matter.
