The Deputy General Secretary of the New Patriotic Party (NPP), Haruna Mohammed, has confirmed that Gifty Oware Mensah, the former Deputy Executive Director of the National Service Authority (NSA), has been released after meeting the GH¢10 million bail requirement set by the court.
In an interview, Mr Mohammed revealed that while Oware Mensah has been granted bail, her former boss, Osei Assibey Antwi, the former Executive Director of the NSA, has yet to meet his GH¢800 million bail condition and remains in custody.
“Madam Gifty Oware met the bail condition just yesterday, so she has been released except for her superior, who faces an 800 million bail condition. What kind of figure is that?” he remarked in an interview with Channel One TV.
Gifty Oware Mensah has pleaded not guilty to charges of causing financial loss to the State.
She was formally charged at the Accra High Court on Wednesday, October 22, 2025, with five offences, including willfully causing financial loss to the State, stealing, money laundering, and using public office for personal gain.
Prosecutors allege that Oware Mensah was involved in creating nearly 10,000 fictitious National Service personnel and unlawfully profiting from the allowances paid to these non-existent individuals, leading to substantial financial losses for the government.
The Attorney-General and Minister for Justice, Dr Dominic Ayine, has disclosed that a forensic audit conducted by the Auditor-General has uncovered a staggering GH¢2.2 billion loss to the state through the National Service Authority (NSA) ghost names scandal, far higher than the initial estimate of GH¢548 million.
