The Member of Parliament for the Berekum West Constituency, Dickson Kyere-Duah, has described the politicisation of energy and water tariff adjustments as “very worrying”.
Speaking on the AM Show on Joy News on Tuesday, December 9, 2025, he said Ghanaians must be properly educated to understand that “tariff adjustments are part of the IMF’s quarterly conditionalities.”
He blamed Ghana’s current economic challenges on what he called “reckless borrowing, profligate spending, and fiscal indiscipline” by the previous government, arguing that the situation deteriorated to the point where “pensioners could not even access their bond investments.”
According to him, the excessive borrowing forced Ghana to seek support from the International Monetary Fund (IMF), where one of the key conditions was “quarterly adjustments in tariffs”.
However, he noted that “due to political competition and election considerations, the previous government failed to comply with those conditions.”
Mr. Kyere-Duah revealed that “Ghana missed all the IMF performance targets,” adding that “the US$350 million tranche that was supposed to be released was therefore not released.”
He stressed that “it was the previous government that signed the IMF agreement,” explaining that “the current government has no option other than to comply with the programme.”
On the energy sector, the MP said, “There has been consistent underinvestment over the years,” which has resulted in “inefficient transformers and serious indebtedness across the sector.”
He further disclosed that when the current administration assumed office, “almost all the Independent Power Producers (IPPs) were threatening to shut down their plants because the government owed virtually everyone.”
Mr. Kyere-Duah cautioned against freezing tariffs for electoral advantage, stressing that “for political competition, governments sometimes refuse to increase tariffs when they do not have the funds to pay power generators, fuel suppliers, ECG distributors, and GRIDCo transmitters.”
