A procurement expert, Michael Kofi Quashie has stressed that the primary goal of Act 663 in Ghana's statutes is to ensure value for money in public procurement.
Speaking on JoyNews' 'The Law' on Sunday, June 16, he explained that the law aims to secure the judicious, economic, and efficient use of state resources.
Mr Kofi Quashie emphasised that the funds used for public procurement are taxpayer's money, making it imperative for both public and private persons who do business with the government to ensure efficient use of these funds throughout the procurement process.
He noted that the government is not at liberty to use state resources indiscriminately, stressing that adhering to this principle is crucial in public procurement and that any deviation undermines value for money.
“When we talk for value for money basically what we are saying is that this procurement should not be over-specified.
“For example, if we are to use the taxpayer's money to procure a vehicle that needs to be used for public duties, we shouldn’t rush into just buying the high end of the specification. If this vehicle is going to be used within Accra for example, what should be the minimum specification in terms of engine capacity?
“If this vehicle is going to be the 1.8-liter engine, yes. If it is then we have no business buying V8 for example for this particular procurement and this is what we mean by very judicious use of the taxpayer's money” he stated.
