Finance Minister Dr Cassiel Ato Forson says the government is considering allowing the Judiciary to retain and utilise 100 per cent of its Internally Generated Funds (IGF) as part of efforts to address pressing operational challenges within the justice delivery system.

Dr Forson disclosed this after receiving the Chief Justice Paul Baffoe Bonnie, who paid a courtesy call at the Ministry of Finance.

The meeting focused on strengthening support for the Judiciary and improving the efficiency of the courts.

“As part of the measures under consideration, I am examining the possibility of allowing the Judiciary to utilise 100 per cent of its Internally Generated Funds to address pressing operational needs,” the Finance Minister stated.

The Chief Justice was accompanied by Supreme Court Judge, Justice Gabriel Pwamang, the Acting Director of the Ghana School of Law, Prof Raymond Atuguba, and the Judicial Secretary. The Attorney-General and Minister for Justice, Dr Dominic Ayine, was also present at the meeting.

According to Dr Forson, the engagement forms part of broader efforts to deepen collaboration between the Ministry of Finance, the Judiciary and the Ministry of Justice to tackle long-standing challenges affecting the administration of justice.

Justice Paul Baffoe Bonnie explained that the visit was to express the Judiciary’s appreciation for the Ministry of Finance’s continued support.

He identified congestion in the courts as a major constraint to effective justice delivery and outlined a number of solutions currently being pursued to address the situation.

The Chief Justice also raised concerns about the working conditions within the Judiciary, stressing the need for sustained investment to improve infrastructure and operational capacity.

Dr Forson reaffirmed the government’s commitment to working closely with the Judiciary and the Ministry of Justice to address these challenges, noting that a well-resourced and efficient judicial system remains critical to good governance and the rule of law.
