On July 31, The Daily Dispatch newspaper published the first of what it said was monthly open letters from an unnamed New Patriotic Party (NPP) Member of Parliament (MP) to President John Kufuor. Today, the paper is out again with what it says is the first part of the MP’s open letter for August."Dear His Excellency,I was pleased that you, in a subtle way, reacted, in part, to certain issues I raised in the first part of my July's open letter to you, published in the 31st July issue of this paper. Your reaction was done in your address to the retreat for Ministers at GIMPA a little over a week ago.In the July 31st publication, I stated in part in the few times you and I have spoken about the post-Kufuor era, you have, in many words, expressed total displeasure about your government's inability to make your good work known to the general public.The Ghanaian Times of August 3, (on page three), ran a story headed, 'PRESIDENT ANGRY Ministers aren't telling our success story.' The story said you made these remarks at the opening of the Ministerial Retreat the previous day (August 2).Part of that particular story had this opening paragraph, 'President John Agyekum Kufuor yesterday, took his Ministers to task, saying that they have not helped to tell Ghanaians the success story of the government well enough. He noted that the government had achieved so much since it assumed office but regretted that the story was not being told to the people the way it should be.His Excellency, a possible solution would be a question I posed in the July 31 letter, but, His Excellency, you have noticed the relatively high turnover at the Ministry of Information (and now, plus Orientation)? ... Has your government been able to give your Information Ministers the confidence they need? If you were a Minister of Information and you heard of major governmental decisions in the print media, how would you feel?'Mr. President, there had been some remarks by some 'too known' analysts, including the editor of this paper (Ben Ephson) who were questioning the wisdom in appointing persons to the positions 'Ministers of State' at a particular Ministry. I was gladdened by your response when swearing-in the last batch of Ministers that promotions to that position were rewards for hard work. Those of us in parliament are not in doubt about the ability of the Minister of State at the Ministry of Finance, Dr. Akoto Osei but can that be said of all those appointed to be Ministers of State?
