District Chief Executive for Sawla-Tuna-Kalba, Mumuni Isaac Dramani has stated that the absence of bye-laws has affected the resolve of the Assembly at improving security as residents violate and do things with impunity.

Speaking at the third ordinary meeting of the fourth year of the third session of the Sawla-Tuna-Kalba district Assembly, he stated that the existence of bye-laws in an institution like the Assembly is crucial to the performance of its functions.

He announced to the members that a set of bye-laws which has been developed into a document was ready and called on them to examine it well and give further approval so that the Assembly could take the necessary steps to gazette it.  

District, municipal and metropolitan chief executives are enjoined by section 28 of the Local Government Act of 1993, Act 462 to brief their various Assemblies on their current state of affairs.

The Sawla-Tuna-Kalba DCE whose four year tenure ended a couple of months ago and was re nominated and confirmed by the 48 member Assembly used the opportunity to thank president Mahama, the members of the Assembly, chiefs, heads of department and security agencies.

Mumuni Isaac Dramani stated the district under his watch the last four years has seen tremendous improvements in all facets of its development. He specifically mentioned education, health, roads, water and sanitation as the areas that have seen massive improvement.

Turning to HIV and AIDS, he stated that even though the national prevalence rate has dropped a bit but that of the case of the district is rather the opposite.

He said Out of a total of 441pregnant women attending antenatal clinic, 19 of them representing 4.3% tested positive during the first to third quarter of this year. He called on the Assembly members to play their roles effectively in order to halt the incidence of new cases of HIV and AIDS infections. 

He said the Assembly on its part will commit more resources even under this current resource constraint to fight the disease and further deepen collaboration between the Assembly, development partners and all stakeholders.
