The Commission on Human Rights and Administrative Justice has filed a notice of appeal in court against a High Court ruling that quashed its adverse findings against former Transportation Minister, Dr. Richard Anane. The notice was filed at the Appeal Court on Tuesday afternoon on behalf of the Human Rights Commission by Okudzeto Chambers, who are representing the Commission. The court presided over by Justice Baffoe Bonney ruled in March that CHRAJ had no jurisdiction to investigate the Minister for various allegations in the absence of a formal and identifiable complainant. The Commission based on newspaper publications last year investigated the Minister for several allegations, including corruption and abuse of office for private interest, and made several adverse conclusions against him, culminating in his resignation from government.Dr. Anane subsequently sought to clear his name at the court and got ruling in his favour.
The acting Commissioner of CHRAJ, Ms Anna Bossman maintained that the Commission had powers enough to investigate any public official against whom serious allegations are levelled and the court erred in its ruling.
