Organized labour say it is disenchanted by government’s decision to scrap the Ghana Universal Salary Structure, saying the announcement comes as a surprise.
The labour unions including the Ghana Federation of Organized Labour, the Civil Servants Association and the Ghana National Association of Teachers say government did not consult enough before taking the decision.
Representatives of the Federation of Labour and the Civil Servants Association who spoke on Joy FM’s Super Morning Show said scraping of the current salary structure would be a waste of resources because it could be modified to meet current challenges.
Government in the 2007 Budget announced on November 16 proposed a new wage salary structure that would cure all ills confronting public sector wage management.
Presenting the budget statement, Finance Minister, Kwadwo Baah-Wiredu said the existing Ghana Universal Salary Structure was unable to deal with the salary and wage demands of public sector workers.
Government has therefore decided to abolish GUSS next year. The new salary structure, according to the government will be a comprehensive pay structure that will relate pay to productivity, position and qualification.
But the labour unions say government’s announced move on the wages problem is most surprising. Speaking on JOY FM’s super morning show, Mr. Abraham Koomson of the Ghana Federation of Organized Labour said union was not aware of the new structure.
The Executive Secretary of the Civil Servants Association, Smart Chigabatia shares his concerns. According to him, government’s current proposal is a waste of time and resources since it could have built on the GUSS.
But the Minister for Public Sector Reforms, Dr. Paa Kwesi Nduom said consultations have not been concluded but added that government was not enthused about keeping the Universal Salary Structure because of the concerns expressed by labour unions, which opted out of it hence the change of name.
