A youth activist of the ruling National Democratic Congress (NDC), Felix Kwakye-Ofosu has questioned the credibility and professional competent of policy think tank, IMANI-Ghana describing it as a propaganda tool. According to him, IMANI-Ghana lacks the requisite expertise and competence to participate in any serious issue of national importance. Policy think-tank, IMANI-Ghana in a statement on Monday said it doubts whether the $3 billion Chinese loan is a solution to the nation’s infrastructural challenges. President John Mills at the beginning of the year announced that the facility which will be directed at infrastructure development, will be used judiciously. IMANI raised doubts as to how in the short term, Government of Ghana shall be able to satisfy the strict credit requirements of the China Development Bank in order to secure the entire $3 billion mentioned in the government’s framework agreement with the state-owned Chinese bank. However speaking on Asempa Fm’s Ekosii-Sen on Wednesday, Felix Kwakye-Ofosu noted that the arguments of IMANI on the Chinese loan is aimed at painting government in a bad light ahead of the 2012 elections. He said the policy think tank cannot be taken serious for their argument because it is doing the bidding of the opposition NPP. ”they are channeling the view of the NPP and not doing any serious analysis on the subject. NPP has opposed this loan facility since it got to parliament and has now recruited IMANI to help them carry their agenda”. He stressed that the documents IMANI used in their argument over the $3bn Chinese loan are invalid and cannot be taken serious. Mr Kwakye-Ofosu who is also the convener for the Research and Advocacy Platform asserted that IMANI-Ghana is no policy think tank but a political entity. “IMANI does not have the competence to be called a think tank. I do not see their seriousness. They are the offspring of the NPP that is why when the issue of the CNTCI and IFC loan came under the erstwhile Kufuor government where a loan was procured at a hairdressing saloon, IMANI was not heard”. He called on Ghanaians to ignore IMANI because it is a subset of the NPP. According to him, think tanks across the globe specialize in different policy issues at a particular point in time. He says whiles some take up issues like energy, employment, the economy and other important national and global issues, IMANI-Ghana will wade into every national issue in the country: “IMANI has no specification, you will hear them on any national issue, so for me I don’t take them serious.” Mr. Kwakye-Ofosu stated that a think tank like IMANI which cannot distinguish between a framework agreement and master facility agreement is not worthy to be called by that name. “IMANI has now become a goofing and leaking tank that fails to do due diligence about a subject before coming out to speak.” He noted that the government did not say that the loan will come in bulk but will come in tranches and that $30million will arrive early this year for a gas project. “This IMANI people do not know their work that is why they committed a monumental blunder of spewing out falsehood”. He assured Ghanaians that the $3bn Chinese loan will be a reality because the NDC is a diligent political party. “If the NPP's CNTCI and IFC loan did not happen, [it] does not mean the Chinese loan will not come. It will come. We are not going to a hairdressing saloon but a bank”. Mr. Felix Ofosu noted that the NDC will not allow think tanks like IMANI to peddle falsehood against the government. "We will not sit unconcerned because in the past similar institutions calling itself think tanks got through with their frivolous agenda of destroying our government but this time we will confront them seriously."
