Head of Public Affairs at the Rent Control Department, Emmanuel Hovey Kporsu has stated that the Department is unable to deliver on its mandate due to the lack of logistics needed to operate.
He explained that the Department’s mandate which is to inspect houses and validate them for renting purposes had not been achieved due to the lack of vehicles.
“As part of the work, we need to do inspections but it is impossible because there are no vehicles to embark on such journey,” he stated.
He added that the lack of computers and internet service also makes it difficult to keep records which could help track issues and address them. This also makes tracing issues for re-address impossible leaving most cases unattended to.
“Lack of computers and internet connectivity is making communication and data transfer difficult,” he said.
Speaking on Joy Prime's social watch with Jay Foley on Thursday, he said, the Department is operating with limited resources.
He however assured that the office will soon deliver on its mandate under the Vice President’s Digitalisation Policy which seeks to make all Government agencies move to a digital platform.
“The Vice President has promised to digitalised all the offices, discussions are ongoing and will be implemented soon,” he revealed.
The Rent Control Department is a Government Agency under the Work and Housing Ministry. It works cooperatively with landlords and tenants to promote optimum peaceful co-existence through education, reconciliation whilst providing on rent matters in compliance with the Rent Act, 1963 (ACT 220).
The Department has received backlashes from Ghanaians for not delivering on its mandate due to the numerous rent agreement issues between tenants and landlords.
Reacting to this, Emmanuel Kporsu admitted the Department has failed to deliver on its mandates because of internal problems, adding that little resources are allocated to the office.
According to him, successful governments have failed to address the housing issues in the country.
“There are housing issues in the country because all the Governments have failed to meet the housing deficit in the Country. Affordable housing projects if properly implemented will reduce rent issues,” he added.
Mr. Kporsu how pleaded with the public to seek education into the rent law.
He went on to state that most landlords and tenants fail to follow the rent law.
