The former Power Minister, Dr. Kwabena Donkor is demanding investigations into activities of over 20 Oil Marketing Companies (OMCs) lifting heavy volumes of fuel with very few stations on the ground.
Dr. Donkor disclosed the OMCs performance statistics for 2020 has revealed that newly formed companies are lifting more fuel that established brands with many dispensing outlets.
Speaking to media, the Pru East MP said the development is depriving the nation of millions of cedis of revenue since the OMCs in question do not pay required taxes as a result of the diversion to 3rd parties which is in contradiction with the law.
“I have taken a look at the 2020 petroleum supply sheet for downstream sector and if you examine the details there, there are worrying trends. OMCs that have very few stations scattered across the country are lifting huge volumes that are not in consonance with their physical presence on the ground.
“Meanwhile, the policy decision is that OMCs cannot supply third party stations so we ask ourselves, where these products are going? If the products are not going to their stations, how assured are we that the appropriate taxes and levies are being paid to the state,” he said.
Dr Kwabena Donkor who is a Member on Parliament’s Committee on Mines and Energy blames the development on the National Petroleum Authority infectiveness to monitor operations of the OMCs.
He also called on the government as a matter of urgency appoint a substantive Chief Executive for NPA and constitute a new board to protect the state coffers.
“I am calling on the Ghana Revenue Authority (GRA) and the NPA to sit up and plug every leakage in the value chain. The license could be genuinely issued, but it is the performance.
“NPA has a responsibility to police the system to ensure that the state does not lose its revenue.”
Dr. Donkor added that if nothing is done to redeem the situation and the development, he will file an urgent question to haul the Energy Minister, Dr. Mathew Opoku Prempeh before Parliament to explain.
