The Minister of State in charge of Government Communications, Felix Kwakye Ofosu, has confirmed that the expansion of Community-based Health Planning and Services (CHPS) compounds across Ghana is well underway, fulfilling a key pledge by President John Dramani Mahama.
Speaking at the Government Accountability Series on Wednesday, January 14, 2026, Mr Kwakye Ofosu explained that the initiative is being accelerated through revised guidelines on the disbursement of the District Assemblies Common Fund (DACF).
Under the new directive, 80 per cent of the DACF is allocated directly to district assemblies, a significant shift from the previous arrangement where substantial funds were held at the centre.
He noted that the guidelines mandate every district assembly to construct at least two CHPS compounds in all 261 districts nationwide.
Additionally, projects begun under the previous administration but left incomplete are required to be finalised under the new policy.
“Every district assembly was instructed to construct at least two CHPS compounds, and any ongoing projects must be completed,” Mr Kwakye Ofosu said.
The Minister assured that preparations for implementing the programme are progressing steadily.
“Plans are far advanced to achieve the CHPS compound project across the country,” he said, emphasising the government’s commitment to improving access to primary healthcare.
Mr Kwakye Ofosu added that the expansion of CHPS compounds aligns with the administration’s pledge to introduce free primary healthcare this year.
“This policy is far advanced and will support the government’s promise to begin free primary healthcare across Ghana,” he stated.
