The Acting Chief Executive Officer of the National Service Authority (NSA), Ruth Dela Seddoh, has vowed to end payroll fraud within the national service scheme through a series of digital and administrative reforms.
Addressing the media in Accra on Tuesday, October 7, Ms Seddoh said the Authority has introduced new systems to strengthen financial oversight and accountability following recent scandals involving the illegal processing of allowances.
“In May this year, the Authority interdicted two staff members from the Birim North District office for their involvement in the illegal processing of allowances for personnel who were on study leave,” she revealed.
She explained that although human lapses have contributed to payroll irregularities in the past, the NSA is taking decisive action to prevent further abuse of the system.
“While we recognize the human factor in all our operations, the Authority has implemented effective measures to eliminate financial infractions related to payroll processing.
"We acknowledge that weak financial controls in the past have caused the state to lose millions of taxpayers’ money,” Ms. Seddoh stated.
To address these challenges, she said the NSA has introduced stringent IT reforms and enhanced internal controls, backed by traceable banking trails that ensure every transaction can be verified.
She added that the Authority is also working closely with the Controller and Accountant-General’s Department to strengthen oversight and prevent manipulation of the payroll system.
“With these interventions, I’m pleased to assure you that payroll fraud will be a thing of the past,” she said.
