Maxwell Kwame Lukutor, Member of Parliament-elect (MP) for the South Tongu Constituency in the Volta Region, has made history in the 2024 presidential election by securing 93.33% of the constituency's votes for President-elect John Dramani Mahama in percentage terms, the highest nationwide.
John Mahama polled 43,437 votes representing 93.33%, as against the NPP's Dr Mahamudu Bawumia's 2,759 votes representing 5.93%.
Although a constituency like Ketu South in the Volta Region is known for its high numbers as it gave Mahama over 76,000 votes, its percentage was 91.36%.
This is the first time he is given the mandate to represent the area in Parliament.
This unprecedented achievement, described by political analysts as extraordinary for a first-time MP, underscores his influence and dedication to his community. He is set to make a remarkable impact in Ghana's ninth parliament.
Polling an overwhelming 92% of the valid votes cast to secure the seat, Maxwell's victory reflects the deep trust and confidence his constituents have in his leadership.
Constituents hold him in high regard, describing him as a "visionary leader, humanitarian, and an advocate for community development" Joseph Azawudi, a motorcyclist from Sogakofe, shared his thoughts with Joy News.
"I voted for Maxwell because I believe he is different from all the MPs we have had here in South Tongu. He is a true leader who has the welfare of the people at heart. As an engineer and surveyor, I believe he has what it takes to address the numerous developmental challenges facing the constituency" he said.
Mr Lukutor is a distinguished Geodetic Engineer with over 20 years of experience. He is known for his transformative leadership and unwavering commitment to growth and community empowerment. Long before his parliamentary aspirations, he established the Maxwell Lukutor Foundation (ML Foundation), a non-profit organization focused on advancing social welfare, education, agriculture, and community development in South Tongu.
Through the foundation, Maxwell has empowered thousands of youth with vocational and technical training, sponsored students in tertiary education, and created jobs for hundreds in his various enterprises.

Maxwell holds an Executive Master's in Public Administration from KNUST and a BSc in Geodetic Engineering. His impressive résumé includes roles such as President of the Ghana Institution of Surveyors (Volta Region), Member of the Ghana Institution of Engineers, executive positions in the Licensed Surveyors Association of Ghana, member of the Volta Regional Lands Commission, and a leader in the Sogasco Old Students' Association. These positions highlight his dedication to professional excellence, leadership, and community service.
As Managing Director of the Malmaxi Group of Companies, Maxwell has excelled in ventures spanning surveying, hospitality, and construction. His collaboration with international organizations like JICA on urban development projects demonstrates his ability to drive impactful initiatives that create jobs and spur local development.
According to him, his vision for South Tongu is to prioritize education, infrastructure, and youth empowerment. With a focus on agriculture, he envisions transforming the constituency's vast arable lands into a food basket for the Volta Region and beyond. Fish farming and value addition for fisher folk are also key components of his strategy to contribute to national development.
Additionally, Maxwell aims to leverage Sogakofe's growing reputation as a tourism destination to create jobs and enhance living standards.
Speaking to Joy News, he emphasized this potential saying, "If you look at Sogakofe, the District Capital of my constituency, you'll realize that it is becoming the tourism destination of choice for many. It's just about an hour and a half drive from Kotoka International Airport. I strongly believe that if we position ourselves well, we can attract more tourism traffic to benefit the locals. That’s an area I’m focusing on with hospitality players in Sogakofe to make this a reality."
Reflecting on his victory, Maxwell attributed his success to divine intervention, "I strongly believe that God wanted me to lead the people at this point in time. The margin I garnered, and the support I secured for the President-elect, show the impact of my private interventions. Now that I’m the MP, I’ll give my all to ensure South Tongu attracts the attention of the central government for rapid development."
As a seasoned surveyor and engineer, Maxwell is eager to address Ghana's land administration challenges. He believes that effective land management is crucial for national development.
"Beyond representing South Tongu, I bring extensive expertise in land administration, which remains one of our country's biggest challenges. If we can reform this area, I believe we can solve half of our developmental problems. Experts like myself are ready to take action."

As he prepares for his swearing-in, Maxwell Kwame Lukutor remains optimistic about his ability to be a transformative force in parliament. He promises to deliver a level of leadership that South Tongu has never experienced, setting the stage for unprecedented progress in the constituency.
When asked if he would consider a ministerial appointment, he replied, "It would be wrong on my part to reject any opportunity to use my vast experience to serve my people. The people are at the core of everything I do. If Ghanaians stand to benefit from the knowledge I have gained, I would fully avail myself to serve wherever the President deems fit to help him achieve his objectives and contribute to the development of our mother Ghana."
Meanwhile, many constituents who spoke to JoyNews are hopeful that the MP will positively impact their lives and transform the constituency.
