Former Finance Minister, Dr Mohammed Amin Adam, has cast doubt on the feasibility of the Mahama administration’s proposed 24-hour economy policy, asserting that the 2025 Budget lacks a clear roadmap for its execution.
According to him, while the policy aims to boost employment and productivity across various sectors, the government has failed to outline a structured plan to ensure its successful implementation.
Speaking in an Channel One TV on Monday, March 17, Amin Adam pointed out that although the budget made mention of the initiative, it did not contain any concrete framework or financial commitment to support its rollout.
He emphasised that without a well-defined strategy, the policy risks being mere rhetoric.
“You take the budget and look at it, there were only references to the 24-hour economy. There’s no programme on the implementation of the 24-hour economy. And once there’s no programme on the implementation, it would mean that there’s no allocation of funds towards the implementation,” he stated.
Furthermore, he challenged Finance Minister Dr Cassiel Ato Forson’s assurance that the initiative would be launched later in 2025, arguing that without a budgetary provision, its execution remains unrealistic.
He questioned how the government intended to roll out the policy when no funding had been allocated in the current financial year.
“The finance minister said they would launch it later this year, but even if you launch it and there’s no allocation, how do you even implement that? Are you going to launch and wait till 2026, when you have to make allocations to really implement the 24-hour economy? So, this is deceptive as far as job creation is concerned,” he asserted.
