President John Dramani Mahama has issued a strong warning to ministers, chief executives, board members and other political appointees that conduct undermining government cohesion, institutional authority and the implementation of government policy will not be tolerated.

The warning comes on the heels of the President’s dissolution of the boards of nine state institutions and follows recent ministerial changes, with an impending reshuffle of chief executives also expected.

In a notice issued by the Secretary to the President, Dr Callistus Mahama, all political appointees were reminded of the President’s resolve to enforce discipline, accountability and effective leadership across government.

“The President expects all Ministers, Deputy Ministers, Chief Executives, Board members and other political appointees to discharge their responsibilities with integrity, diligence, humility and respect for established administrative procedures,” the notice stated.

It cautioned that “conduct that undermines governmental cohesion, institutional authority or the effective implementation of Government policy will not be tolerated.”

The notice also signals that the administration’s scrutiny of its appointees will extend beyond the latest changes, with performance assessments continuing across government.

“Performance across all sectors will continue to be assessed, and the President will take any further action necessary to safeguard the integrity, effectiveness and responsiveness of his Administration,” it stated.

The latest warning follows President Mahama’s decision on Wednesday, September 2, to dissolve the boards of nine state institutions with immediate effect.

The affected institutions are the Ghana National Petroleum Corporation (GNPC), Bulk Oil Storage and Transportation Company (BOST), Volta Aluminium Company Limited (VALCO), Consolidated Bank Ghana Limited (CBG), Ghana Post Company Limited, Road Maintenance Trust Fund, TDC Ghana Limited, Prestea Sankofa Gold Limited and the National Sports Authority.

The Presidency said the affected boards would be reconstituted in due course, with relevant sector ministers directed to take the necessary steps to give effect to the dissolution.

The board shake-up forms part of a wider reorganisation of the Mahama administration. The President has already made ministerial changes in August, including the reassignment of Abdul-Rashid Pelpuo to Special Initiatives and Emmanuel Kwadwo Agyekum to the Labour, Employment and Job Creation portfolio. Ernest Brogya Genfi was also reassigned from Deputy Defence Minister to Presidential Advisor on National Resilience and Emergency Preparedness.

The latest notice makes clear that the changes are also intended to reinforce accountability and alignment with the government’s policy priorities.

“All appointees are reminded that public office is a privilege and an opportunity to serve the Ghanaian people,” the statement said.

It further urged appointees to cooperate with the President and commit to delivering the government’s mandate and improving the lives of Ghanaians.
