The controversial report on the 1.5 billion dollars STX housing deal for security personnel which was relaid before Parliament for debate on Monday after it was twice suspended last month may face a further setback.The latest threat to the controversial deal is a writ filed Monday at the Supreme Court by the National Youth Organizer of the Convention People's Party (CPP), James Kwabena Bomfeh, aka Kabila, who told Myjoyonline.com that the Speaker has duly been served with the writ and does not therefore expect the House to debate the matter until the Supreme Court disposes of the suit.Mr Bomfeh is seeking an interpretation of the constitution on international transactions such as the STX agreement, which he says does not comply with Article 181 of the constitution, particularly Clauses 2 and 5.He also believes the amendments to the Suppliers Credit Agreement for the deal also falls under the purview of the same provisions, on the basis of which he wants the Court to declare the deal null and void because they were not properly brought before parliament.He told Joy News' Stephen Anti he is taking the action in his personal capacity, noting that he was moved by the quantum of money involved, which he said demands that Ghanaians are given value for their money.He also suspected that the deal has been shrouded in secrecy.“The $1.5 billion is a huge amount that can give us more than the 30,000 housing units that we are talking about in this regard. And I want a better deal for Ghana and Ghanaians.“And I believe also that we as a country deserve better than what we are being offered today. It is in the interest of the country, it’s in the interest of the rule of law, it’s in the interest of the constitution, it’s in the interest of the unborn generation to whom we are bequeathing this budding democracy that we decided to adopt since 1992.”He said the deal should be examined, devoid of any political colouration as he implored Ghanaians to go beyond being emotional and emotive about but to consider the crux of the matter and the details therein.The deal was on Monday relaid before Parliament while debate has been scheduled for Tuesday.Story by Isaac Essel/Myjoyonline.com/Ghana
