Vanguard Assurance Company is embarking on a countrywide training programme to engage taxi drivers on the new draft Road Safety Regulations. The new enhanced document is structured to give protection to drivers, vehicle owners and pedestrians. For instance, Section 7(1) of the new regulation states that a person shall not drive, use or permit another to drive or use a motor vehicle on the road without a valid road use certificate hence making both the driver and the owner of the vehicle liable in case of default. The legislative instrument has been approved by Cabinet but it is yet to go through parliamentary reading. Officials of Vanguard say the company deems it necessary to sensitize taxi drivers on the dictates of the document before it becomes operational. This forms part of its annual training-of-trainers programme, which was instituted to groom the taxi drivers for professionalism. The Vanguard Taxi Project is a social marketing project aimed at promoting road safety, tourism and uplifting the image of the taxi driving profession in Ghana. Mathew Hayford, manager of the Vanguard Taxi Project, told Luv FM the company appreciates the draft Road Traffic Regulations as a novelty with numerous provisions to ensure sanity on the roads. Under the new regulation, both driver and passenger are together liable for overloading; vehicles that are over eight years will also not be allowed for commercial purposes. Mr. Hayford believes the provisions will also promote the transport industry, but emphasized the need to upgrade the knowledge of drivers.
