TOR, GOIL explore further strategic collaboration

The Tema Oil Refinery (TOR) and Ghana Oil Company Limited (GOIL) have held a strategic meeting to explore further opportunities for collaboration in the supply and offtake of petroleum products produced by the refinery.

The engagement, held on Wednesday, September 02, 2026, builds on the existing business relationship between the two institutions and seeks to strengthen cooperation within Ghana’s downstream petroleum sector.

Mr Edmond Kombat, Managing Director of TOR, briefed the Managing Director of GOIL and his team on progress ramping up refinery operations, including the swift and smooth execution of ongoing restart and supply processes.

Mr Kombat said the progress demonstrated renewed operational discipline at the refinery as it continued its resetting, transformation and optimisation journey.

The GOIL, one of TOR’s key offtake partners, plays an important role in supporting the refinery’s efforts to increase the supply of petroleum products to the Ghanaian market.

The meeting also provided an opportunity for the two institutions to identify additional areas of cooperation, with discussions focusing on strengthening their strategic partnership to enhance petroleum products’ supply security and market resilience.

The collaboration is also expected to support greater price stability at the pump and contribute to a more efficient and reliable downstream petroleum sector.

The two institutions said the partnership was important to strengthening Ghana’s energy security and advancing the broader national interest.

TOR reaffirmed its commitment to building strong partnerships with key industry stakeholders, including GOIL, to support Ghana’s energy security and deliver sustainable value to consumers.

The refinery described itself as Ghana’s premier refinery and said it remained ready to serve the country and beyond.
